Which revenue sets the band
The band is set on the annual revenue of the operating business as a whole, whether it is a residential home operator, a Support at Home provider or a Commonwealth Home Support Program provider, taken from its most recent financial statements. The property is often held in a different entity from the operator. HPNA values the operating business and equity interests in it, and does not value real property, which is valued by a property valuer. The first entity is included and each additional entity that has to be analysed is $795 plus GST. We confirm the band and the entities in scope before the engagement is signed.
Worked examples
How the fee is worked out
Each row applies the band rule and the additional entity fee to a hypothetical engagement. The rows illustrate the arithmetic, not what businesses in this sector typically earn. All fees plus GST.
| Engagement | Annual revenue | Tier | Working | Fee |
|---|---|---|---|---|
| A Support at Home provider in one company, valued for a sale | $2,600,000 | Valuation report | $2,200, one entity | $2,200 plus GST |
| A residential home operator, with the operating company and one related entity analysed, valued for a purchase | $9,000,000 | Valuation report | $4,950 plus $795 for one additional entity | $5,745 plus GST |
| A home care provider with two owners, valued for an owner dispute | $5,500,000 | Expert report | $4,495, one entity | $4,495 plus GST |

Indicative assessment
For an owner weighing a sale or a merger, or planning succession. It costs $950 plus GST whatever the size of the business. It is a limited scope view for planning, not a report for a court, the Australian Taxation Office or a lender.
Valuation report
The full independent valuation of the operating business for a sale or purchase, an owner buying in or leaving on agreed terms, a tax matter or a restructure. It costs $1,500 to $9,450 plus GST depending on revenue.
Expert report
For a dispute between owners, where the other side will test the conclusion. It starts at $4,495 plus GST.
What you are paying for
What the fee covers in an aged care business valuation
The fee covers the whole engagement as scoped: the analysis, the valuation of the operating business and the written report. For an aged care or home care business the analysis works through how the funding and the registration carry to a new owner.
- Registration under the Aged Care Act 2024 and what happens to it on a sale
- AN-ACC funding and care minutes in a residential home
- How refundable accommodation deposits are treated in reaching equity value
- Support at Home classifications, participant tenure and concentration in a home care business
- The Commonwealth Home Support Program transition for grant funded providers
- A market rent charged to the operating business where a related entity owns the property
Fee or commission
What the fee does not cover
The fee is for the valuation of the operating business. A valuation of the land and buildings of a residential home is a separate engagement with a property valuer, and its cost is not part of HPNA's fee. Where a property valuation exists, the business valuation takes it on instruction and shows the operating value, the property value and the reconciled equity position. The fee also carries no commission: HPNA does not sell aged care businesses and is paid the same whatever conclusion it reaches. The aged care valuation page explains how the two valuations fit together.

Aged care business valuation fee questions
How much does an aged care or home care business valuation cost?
HPNA values an aged care or home care business for a fixed fee set by its annual revenue. A full valuation report costs $1,500 for revenue up to $1 million, $2,200 for revenue $1 million to $3 million, $4,950 for revenue $3 million to $10 million and $9,450 for revenue above $10 million, all plus GST. The fee is agreed in writing before work begins and does not change with the value we reach. Each additional entity that has to be analysed is $795 plus GST. The full schedule is on the pricing page.
Does the fee depend on the value HPNA reaches?
No. The fee is fixed for the revenue band and agreed in writing before the work starts, so it cannot move with the conclusion. HPNA also takes no commission from any party to a transaction. A valuer who is paid more for a higher figure is not independent, which is why the fee is set this way.
Does the fee include valuing the aged care property?
No. HPNA values the operating business and equity interests in it. The land and buildings of a residential home are valued by a property valuer under a separate engagement, and that cost is not part of HPNA's fee. The business valuation charges the operation a market rent and, where a property valuation is supplied, reconciles the two into an equity position. The standard valuation report for the operating business costs $1,500 to $9,450 plus GST depending on revenue.
Is a home care business priced differently from a residential home?
No. The fee is set by the annual revenue of the operating business, whichever program funds it. The analysis is different, because a Support at Home provider turns on classifications, participant tenure and care management, and a residential home on AN-ACC funding, care minutes and refundable deposits, but the fee for a given revenue band is the same.
