Healthcare business valuations in Brisbane

HPNA values healthcare businesses in Brisbane from its office at Level 11, 458 Brunswick Street, Fortitude Valley QLD 4006. We value medical and dental practices, pharmacies, NDIS providers, allied health, veterinary and aged care businesses. In Queensland the figure turns on state rules as well as the accounts: a payroll tax exemption for general practitioner wages that leaves other practitioners outside it, the Pharmacy Business Ownership Act 2024, and retail shop lease rules that treat medical centres differently from shops. Reports are independent, signed by Jackson Wilson, and charged at a published fixed fee with no commission.

Working with HPNA in Brisbane

How an engagement runs from our Brisbane office

We meet at Level 11, 458 Brunswick Street, Fortitude Valley, or by video. Most of an engagement is conducted remotely, and we attend premises by arrangement where fitout, plant or stock carries real value. Information is exchanged securely, questions are handled by email and video meeting, and the draft and final report are delivered electronically. We are an independent valuation practice, not an accounting firm, and we follow the APES 225 guidelines by choice. The fee is fixed by annual revenue, plus GST, and agreed in writing before work starts. Call 0433 475 518 (Monday to Friday, 9:00am to 5:30pm AEST), see how it works, or request a valuation.

Queensland

Queensland rules that change a healthcare valuation

The Queensland Revenue Office, Queensland Legislation and the Queensland Small Business Commissioner publish the rules below. Each changes the earnings a buyer will rely on, who can lawfully buy, or what the premises are worth to a tenant. Confirm how they apply to your business with your accountant or lawyer. A valuation states the assumption it makes.

  • General practitioner wages are exempt from payroll tax

Queensland Revenue Office Public Ruling PTAQ000.6.5, issued on 3 March 2025 and effective from 1 December 2024, states that wages paid by a medical practice to a general practitioner are exempt from payroll tax and the mental health levy. A medical practice is an entity carrying on a business at which services of the kind ordinarily provided by a practitioner registered in the specialty of general practice are provided, other than a hospital. The exemption covers contracted and employee general practitioners and, unlike the New South Wales rebate, carries no bulk billing condition. See medical practice valuations.

  • Other practitioners are still inside the relevant contract rules

The same ruling applies the relevant contract provisions of the Payroll Tax Act 1971 (Qld) to medical centre businesses, including dental clinics, physiotherapy practices, radiology centres and similar healthcare providers that engage practitioners to give patients access to their services. It states that the general practitioner exemption does not extend to a dentist or physiotherapist or to other medical centre businesses. Exemptions can apply where the contractor ordinarily provides services of that kind to the public generally, or works no more than 90 days in the financial year. A Brisbane practice that pays dentists, physiotherapists or psychologists a share of fees may therefore carry a cost the general practice next door does not, and a valuation tests that before capitalising earnings. See payroll tax, contractor arrangements and medical practice value.

  • Pharmacy ownership: Pharmacy Business Ownership Act 2024

The Pharmacy Business Ownership Act 2024 (Qld) requires a pharmacy business licence, defines who is an eligible person, and caps an eligible person at five pharmacy businesses, or six for a qualifying friendly society. A pharmacist or group already at the cap is not a buyer unless it sells something first, and capital from outside the profession cannot take a direct interest. The licensing status of the business is therefore a due diligence item, and a structure an eligible buyer can step into is worth more than one that has to be unpicked. See pharmacy valuations.

  • Retail shop leases and medical centres

The Queensland Small Business Commissioner states that a lease is a retail shop lease if it is for a shop of less than 1,000 square metres used to carry on a retail business, or for a non-retail business in a retail shopping centre, and it names medical centres among the premises it lists as not retail shops. A Brisbane medical centre in a retail shopping centre can still be caught by the shopping centre limb, so a clinic can sit inside the legislation in one state and outside it in another. Where the legislation applies, the tenant has statutory disclosure, assignment and dispute resolution rights that reduce risk. Where it does not, everything turns on the lease itself. Which applies is a legal question for your lawyer. See premises and lease terms in healthcare valuations.

  • Veterinary premises approval

Queensland turns on premises approval rather than ownership. Under the Veterinary Surgeons Act 1936 (Qld) a person may apply to the Veterinary Surgeons Board of Queensland to use premises as veterinary premises (section 25A), and the Board may refuse only on stated grounds, including that no veterinary surgeon will be practising there (section 25F). Conducting premises without a veterinary surgeon in full-time attendance during opening hours is separately misconduct in a professional respect (section 22F). A valuation confirms the approval position at the valuation date. See veterinary practice valuations.

  • Property is valued by a registered valuer

Where a practice owns its premises, the land is valued separately. The Australian Taxation Office's valuation guide notes that in Queensland valuers must be registered by the Valuers Registration Board of Queensland. HPNA values the operating business, adopts the property valuer's figure as a stated input, and restates any related-party rent to market before earnings are struck.

How the sectors we value show up in Queensland

Medical practices. Queensland's general practitioner exemption carries no bulk billing condition, so a Brisbane practice's payroll tax cost depends less on its billing mix than in New South Wales or Victoria, and more on who else is paid under the same entity. Specialists, dentists and allied health clinicians sit outside the exemption. See medical practice valuations.

Dental and allied health. The relevant contract rules reach dental clinics, physiotherapy practices and similar providers. WorkCover Queensland will not pay for services by a non-approved provider, so compensable revenue follows the approved clinicians. See dental practice valuations and allied health business valuations.

Pharmacies. The five-business licence cap shapes the buyer pool, and because the PBS approval attaches to the premises, the licence and the lease are read together. See pharmacy valuations.

Veterinary practices. Premises approval, not ownership, is the Queensland test, so the approval and the veterinary surgeon in attendance are both examined.

FAQs

Healthcare business valuations in Brisbane: FAQs

Who can value a healthcare business in Brisbane?

An independent business valuer, a business broker or an accountant can each put a figure on a Brisbane healthcare business, and they are not the same thing. A broker's appraisal estimates a likely sale price and is normally prepared by the person who would earn a commission on the sale. An accountant's view is a separate engagement, and for tax purposes the Australian Taxation Office looks to the process followed rather than who prepared the figure. An independent valuation is a signed opinion of value at a stated date and for a stated purpose. HPNA values healthcare businesses only, from Level 11, 458 Brunswick Street, Fortitude Valley, with no commission and a published fixed fee, plus GST.

Does Queensland's payroll tax exemption for general practitioners mean my Brisbane practice has no exposure?

Not necessarily. The Queensland Revenue Office exempts wages paid by a medical practice to a general practitioner, with no bulk billing condition, but states that the exemption does not extend to dentists, physiotherapists or other medical centre businesses. A practice with specialists, dentists or allied health clinicians under the same entity can still carry a cost, and exposure for earlier periods is a separate question again. A valuation shows the ongoing cost in earnings and any past exposure separately. Whether your arrangements are caught is for your accountant or lawyer.

How many pharmacies can one person own in Queensland?

Five pharmacy businesses, or six for a qualifying friendly society. The Pharmacy Business Ownership Act 2024 (Qld) requires a pharmacy business licence, defines who is an eligible person and sets that cap. A pharmacist or group already at the cap is not a buyer without selling something first, and capital from outside the profession cannot take a direct interest. A buyer must also apply for its own PBS approval under section 90 of the National Health Act 1953 for the same premises. A valuation reflects that pool of buyers.

Is a medical centre lease in Queensland a retail shop lease?

It depends on the premises. The Queensland Small Business Commissioner names medical centres among the premises it lists as not retail shops, but a lease is still a retail shop lease where it is for a non-retail business in a retail shopping centre, so a medical centre in a shopping centre can be caught. Where the legislation applies, the tenant has statutory disclosure, assignment and dispute resolution rights. Which applies to your lease is a legal question for your lawyer. A valuation reads the remaining term, options and assignment clause either way.

Who values the building when my Brisbane practice owns its premises?

A property valuer values the building, and HPNA values the operating business. The Australian Taxation Office's valuation guide notes that in Queensland valuers must be registered by the Valuers Registration Board of Queensland. We adopt the property valuer's figure as a stated input and restate any related-party rent to market before earnings are struck, so the property is neither double counted nor lost between the business value and what the owners hold.

What is the indicative assessment and what does it cost?

It is a limited scope assessment of value for planning, an early conversation with a co-owner, or deciding whether to go to market. It costs a flat $950 plus GST whatever the size of the business. It is not a formal valuation report and is not prepared for a court, the Australian Taxation Office or a lender. If you go on to a full valuation report in the three months that follow, the fee is credited against it. The report itself is a fixed fee set by revenue, published on the pricing page.
